Andy Luff was raised in a bi-cultural family, his mother was Dutch and his father was English. After completing his education in England, he immigrated to Canada. Following a successful career with Maclean Hunter, Hallmark Cards, American Greetings and the Mount Pleasant Group of Cemeteries in various sales & management positions, he and his spouse, Judith Hayes, moved to their cottage on the Gull River, in Norland. In November 2000, he was elected as Councillor, Ward 2, for the first City of Kawartha Lakes Council.
In December 2003, Andy and Judith relocated to Lindsay where they both became involved with many community groups. Andy was elected back on Council in 2006 and re-elected again in 2010. Judith was also elected to the Trillium Lakelands District School Board in the last election. Judith & Andy believe their experience in business, community volunteerism and public service have allowed them to understand the needs of the residents and the community to further future growth, education and prosperity.
