Ric was born
in Haliburton, Ontario on November 4th, 1965 and grew up in the Village
of Minden. Ric graduated from Archie Stouffer Elementary School and
later Haliburton Highlands Secondary School. During his adolescence,
Ric participated in many organized sports and community organizations.
It was during this time that he began his municipal career with the
Incorporated Townships of Anson, Hinden, and Minden at the age of
fifteen. Entering the municipal field as a labourer, Ric spent six
summer seasons with Anson, Hinden, and Minden during which time he
supervised many projects and personnel. While with Anson, Hinden, and
Minden, Ric graduated from the Recreation Leadership Program at Sir
Sandford Fleming College with honours. During his college education,
Ric completed a four month internship with the Town of Lindsay where he
worked on special events and new initiatives such as the Lindsay
Recreation Complex Construction Project. During his internship, Ric
became close friends with the late John Eakins. John is a former MPP
for Victoria-Haliburton and was Minister of Tourism and Recreation and
Minister of Municipal Affairs. Ric credits John for providing him with
a great deal of professional guidance in addition to planting the
political seed in Ric's life at a very early age.
Immediately following his college graduation, Ric was retained by the Corporation of the Township of Otonabee as an Assistant Facilities Manager. Ric spent 3.5 years with the Township of Otonabee before accepting the position of Facilities Director with the Millbrook-Cavan-South Monaghan Community Centre Board of Management. In 1998 the Townships of Cavan-Millbrook-North Monaghan amalgamated to form the Corporation of the Township of Cavan-Millbrook-North Monaghan. During the amalgamation process Ric's responsibilities were redefined and he was re-deployed as Director of Parks, Property, and Recreation. Ric directed the operation of the newly formed Department and assumed many other municipal responsibilities including Roads, Water & Wastewater and Waste Management.
In addition to the many opportunities Ric has brought to the communities he has served, he also devotes a great deal of time to other community oriented organizations throughout the province such as the Accessibility Standards Advisory Council to Minister Madeleine Meilleur.
In 2003, Ric turned his public service focus toward politics and was elected to Municipal Council in November of 2003 as the Ward 2 Councillor in the City of Kawartha Lakes. In November of 2006, Ric was elected Mayor in the City of Kawartha Lakes and is proud to work together with and serve the residents and Council in the City of Kawartha Lakes. As Mayor, Ric will serve on the following committees and boards: the Community and Emergency Services Committee, the Corporate and Human Resource Services Committee, the Development and Public Works Services Committee, the Police Services Board, the Alliance Committee (CKL and County of Haliburton), Legacy C.H.E.S.T. Fund Committee, and Heritage Victoria.
