Proposed Bobcaygeon Pipeline Project - Notice of Study Commencement and Public Information Session

Reference: Enbridge Gas Distribution Inc. - Proposed Bobcaygeon Pipeline Project - Notice of Study Commencement and Public Information Session

Enbridge Gas Distribution Inc. (“Enbridge”), is proposing to construct a natural gas pipeline to service the Community of Bobcaygeon. The Bobcaygeon Pipeline Project (“the Project”) will include the construction of approximately 27 km of Nominal Pipe Size (NPS) 6 (inch) Extra High Pressure (XHP) and High Pressure Polyethylene (HPPE) steel natural gas main. The Project will start near Cowan’s Drive and Peace Road in Cowan’s Bay and conclude near the intersection of Highway 36 and Front Street East in Bobcaygeon. The preferred route will travel from Cowan’s Bay, north on County Road 10, east on Pigeon Lake Road (County Road 7) and along County Road 36 until Front Street East in Bobcaygeon. A potential minor deviation to the preferred route travels east along Traceys Hill Road, north on Eagle Road, east on St. Lukes Road and north on Cork Road to Pigeon Lake Road. The preliminary preferred route and the potential minor deviation are depicted on the attached Project Location Map.

As part of the planning process, Enbridge has retained Stantec Consulting Ltd. (“Stantec”) to undertake an environmental study of the construction and operation of the proposed natural gas pipeline. The environmental study will fulfill the requirements of the Ontario Energy Board’s (OEB’s) “Environmental Guidelines for the Location, Construction and Operation of Hydrocarbon Pipelines and Facilities in Ontario, 7th Edition (2016)”. It is anticipated that the environmental study for the Project will be completed in September 2017, after which Enbridge will file an application for the proposed pipeline to the OEB. The OEB’s review and approval is required before construction of the proposed pipeline can proceed. If approved, construction of the proposed pipeline is anticipated to begin no earlier than the spring of 2019.

Stantec is presently compiling an environmental, socio-economic and archaeological inventory of the environmental study area. As an agency with jurisdiction or a potential interest in developments in that area, you are invited to provide or coordinate comments regarding the proposed pipeline. Specifically, Stantec is seeking information regarding planning principles or guidelines implemented by your agency that may affect routing, construction, and/or operation of the proposed pipeline. Stantec is also seeking background environmental, socio-economic and archaeological information that may be useful in compiling the inventory of the environmental study area.

Finally, we request that you provide us with information regarding other proposed developments within the environmental study area for incorporation into the environmental study and related report as a component of the cumulative effects assessment. Please contact us to discuss the most efficient way to obtain this information.

One Public Information Session regarding the Project will be held in the community of Bobcaygeon, as follows:

July 19, 2017, 5:00 p.m. – 8:00 p.m.
Bobcaygeon-Verulam Community Centre, 51 Mansfield St, Bobcaygeon ON

Representatives from Enbridge and Stantec will be available to discuss the proposed pipeline and answer questions regarding the route, design and schedule. Input received will be used to confirm both the existing environmental conditions of the preferred pipeline route and potential minor deviation, and to develop site specific protection or mitigation measures for the Project.
