Septic disposal fees going up in Kawartha Lakes, City remains among lowest rates Ontario

January 22, 2015 - For the first time since 2006, the City is increasing the septic disposal fees to reflect the increased cost of operating wastewater treatment facilities and to bring fees in line with 2015 realities.

Effective January 20th an increase to septage, holding tank, and abattoir disposal rates as well as the implementation of a rate for leachate, phased over a 5 year period (2015 to 2019) to bring rates in line with neighbouring municipal rates took effect.    

“The findings and recommendations were the result of an Initiative Management Green Belt project,” explained Rob Gamache, Supervisor of Regulatory Compliance. “When we started looking at the increasing operational costs and our previous fees in relation to our municipal neighbours, the need for a rate increase became evident.”

The majority of properties in Kawartha Lakes are serviced by private sewage disposal systems. The historical practice of disposing of waste removed from septic and holding tanks and applying directly on land is no longer acceptable by the Ministry of the Environment and Climate Change (MOECC) and Ministry of Agriculture (OMAFRA).

Increasing regulatory controls and stricter standards from both Ministries has led to additional septage coming to the City since we are one of the few agencies licensed and able to accept septage. As a result of this growth in septage volumes, the City has had to adjust their treatment processes and upgrade their facilities to manage the increased quantities of septage now coming in.

As part of the Green Belt project, a benchmark study of 27 municipalities across Ontario revealed that the City’s septage and holding tank rates are approximately 44% and 77% lower than the average municipality’s rates respectively. Compared to neighbouring municipalities, the City’s septage and holding tank rates are 40% and 80% lower respectively, than the average.

“The rate adjustments bring the City more in line with industry standards when we compare ourselves to other municipalities,” said Mr. Gamache. “The projected additional revenue of $870,950 over the five years will augment the user rate (water and wastewater) budget with an offsetting expense to the Landfill tax base budget (for the leachate treatment). This will result in a projected reduction to the user rate by transferring some of the costs to the Landfill and away from the sole burden of the user rate payer.”

Maintaining the status quo was not an option for the City.

“A ‘do nothing’ approach was not recommended due to long term, high capital costs needed for the handling of plant sludge,” explained Mr. Gamache. “The added liquid waste from outside waste haulers and Landfill leachate significantly adds to the volume of sludge in storage and impacts plant peak capacity.”

The cost to remove sludge from lagoon 6 as part of a 2012/13 Capital project was approximately $1.5 million. The costs to meet MOECC expectations are approximately $200,000 in initial costs with ongoing yearly maintenance costs.

“Increased revenues from raising our fees for the first time since 2006 will support the necessary upgrades to the septage disposal station as required by the MOECC including the longer term capital expense of processing, dewatering and disposal of abattoir waste,” Mr. Gamache added.
