Special Needs Housing

Special Needs Housing means a unit that is occupied by or is made available for occupancy by a household having one or more individuals who require accessibility modifications or provincially-funded support services in order to live independently in the community

The City of Kawartha Lakes offers priority status for persons with special needs on the centralized waiting list for rent geared and affordable housing units within its service area.

This permits:

  • That access to affordable housing for persons with special needs is fair and timely;
  • Specified numbers of units at specified addresses are allocated as housing for persons with special needs; and
  • Based on their special needs, the person will be deemed eligible for placement on subsets of the waiting list specific to the addresses with housing units allocated for persons with such special needs.

What is a modified unit and which buildings have modified units?

Modified unit means a unit that has been modified so, as to be accessible to an individual with a physical disability or so as to allow an individual with physical disability to live independently

What are the eligibility criteria for special needs housing?

A household is eligible for special needs housing if at least one member requires accessible modifications and/or provincially funded support services in order to live independently, and they are eligible for rent-geared-to-income assistance or affordable housing.

The local priority categories of persons with special needs are:

  • assessed by a competent assessor, acting as an agent or employee of Community Care City of Kawartha Lakes (CCCKL) or Haliburton Highlands Health Services (HHHS), as requiring supportive housing services for seniors provided by CCCKL or CCHC and funded as such by the Central East Local Health Integration Network (CELHIN); or
  • assessed by a competent assessor, employed by the Central East Community Care Access Centre (CECCAC), as eligible for and requiring in-home personal support services

Persons with physical disabilities assessed by a competent assessor, acting as an employee or agent of KPP, as requiring either supportive housing or attendant care outreach services provided by KPP and funded as such by the CELHIN, and requiring a modified unit

Persons with chronic mental illness assessed by a competent assessor, acting as an employee or agent of  Canadian Mental Health Association Inc., Haliburton and Kawartha Lakes Branch (CMHA) or Haliburton Highland Health Services(HHHS), as requiring supportive housing or a similar support service funded as such by the CELHIN

Persons over the age of fifty-five (55) with developmental delay assessed by a competent assessor, acting as an agent or employee of Community Living Kawartha Lakes Inc. (CLKL) or Community Living Haliburton (CLH), as requiring supportive housing or a similar support service for persons with developmental delay provided by CLKL and funded as such by the Province of Ontario

Persons of any age with developmental delay assessed by a competent assessor, acting as an agent or employee of Community Living Kawartha Lakes Inc. (CLKL) or Community Living Haliburton (CLH), as requiring supportive housing or a similar support service for persons with developmental delay provided by CLKL and funded as such by the Province of Ontario

Persons of any age with physical disabilities assessed by a competent assessor as requiring a modified unit, but who have either not been assessed, or have been assessed and found not to require support services from an agency funded by the CELHIN or the Province; the competent assessor shall be designated by the City at its discretion

 

How do I apply for special needs housing?

If you require a modified unit or support services you will need to complete the regular application for affordable housing along with the Special Needs Priority Application.

The Special Needs Priority Application will need to be completed by one of the competent assessors identified in the table of categories above.
